Dear Fellow Grayrock and Grayrock North Residents,

We want to remind you that the annual HOA meeting will be next Tuesday (January 10) at 7 p.m. in the cafeteria of Crozet Elementary School. We are seeking new members for the Board as Treasurer Amy Thomas is not seeking a second three-year term. In addition, President David Foreman and Vice President/Secretary Thedra Nichols are stepping down from their posts, but are seeking second-terms on the Board. Please consider volunteering your time on the HOA Board.

The HOA Board voted in early November to move forward with Phase I of improvements to the Grayrock North entrance. This project will include the establishment of a power connection, the installation of an electrical box and the installation of lighting at the front of the sign. The electrification will pave the way for future phases of work, including the potential installation of an irrigation system. There should not be a disruption to traffic in Grayrock North, however we will update residents if there will be any issues with running the utilities underground.

Just as we must file permits with the proper authorities for any construction, we remind residents that any changes to the exterior of your house or permanent addition to your yard (paint color, fence, wall, play set, etc.) must be approved by the Architectural Review Board. Please remember to submit the request, available at grayrockhoa.com, to the ARB before beginning work on any project. Failure to receive ARB approval can result in the HOA withholding the mandated disclosure packet if a resident sells their house until the changes have been approved or remediated.

The HOA has not been aggressive in contacting homeowners about violations of the HOA covenants in the past except in cases in which complaints were made or the offense was in egregious violation of HOA covenants. Moving into 2012, we are receiving complaints about trailers being stored in driveways or backyards, commercial and residential vehicles being parked on the street overnight, and failure to maintain lots. These are all violations and the HOA Board has received numerous complaints about the parking issue this fall. Having guests park their cars on the street for a few days is allowed, but permanent parking on the street is not. It will be up to new Board to decide the level of covenant enforcement in 2012, but there is growing support for increasing compliance efforts.

Finally, the issue of dogs and dog waste is becoming a major problem in Grayrock. It is the individual owner’s responsibility to keep their dogs in their own yards. More and more we are receiving complaints about dogs roaming freely throughout the neighborhood or not being leashed while on a walk. Residents are threatening to notify animal control and have every right to do so. This is not an HOA issue; this is a common courtesy issue. Just as cleaning up after your dog and disposing of the waste in your trash, not your neighbor’s trash is a courtesy issue.
